The Ukrainian government presents “Victoria Shi” as a “digital person” issuing statements on their behalf. Victoria is an AI-generated figure that speaks text written by humans in the Ukrainian foreign ministry.
The synthetic figure follows the now conventional practice of replicating well-known people when generating speakers intended to be trusted.
The practice began in China when Xinhua TV presented the first AI anchors in 2019, modelled after human anchors on the state-run TV network. In this case, the basis for the “spokesperson” is a Ukrainian singer, Rosalie Nombre, who participated in the project without a fee, according to the report.
